A SAFE Alert has been issued for Phoenix Police Department. This is the Arizona Department of Public Safety. Phoenix Police Department is looking for a white male, Carl Bellows, 67 years-old, 5 foot 6 inches, 160 lbs, gray hair with blue eyes. Carl was last seen wearing a light brown jacket with dark brown stripes, gray T-shirt, and blue Levi jeans. He was last seen riding his bike in the area of South 36th street and East Broadway Road, in the city of Phoenix, Arizona, Maricopa County on 11/02/2025 at approximately 2330 hours. Carl has a medical condition which may cause him to appear confused.
